Create Customer Email Address Optional

When creating a new customer /NewCustomer, we have turned all the settings
for requiring email to false. Just as you do for requiring login
credentials as false. However, It is still looking for an email address. We
must make this field optional. Does anyone know where else a setting exists
to make this optional?
