DataFormatter is used by TextFunction - it tries to use ExcelStyleDateFormatter
to create a formatter for the ISO 8601 date time formatter but
ExcelStyleDateFormatter rejects it due to the 'T' character. DataFormatter then
falls back to using a General formatter but this is not able to format Dates.
