Things are improved, but it appears that both git://git.apache.org/ctakes.git and https://github.com/apache/ctakes are only seeing commits up through August 2013. Specifically, they show the last commit as a5ea8379573726389533fc900b1e722cf28fd137, from Fri Aug 23 15:44:03 2013 +0000, while the last commit in SVN is r1659688 from 2015-02-13 15:17:52 -0600.
