   ### What changes were proposed in this pull request?
   REBALANCE type compaction now can be scheduled by the initiator
   
   ### Why are the changes needed?
   Without initiator, REBALANCE compaction would only be issued by users. To make sure read performance does not degrade over time, tables must be checked automatically too.
   
   ### Does this PR introduce _any_ user-facing change?
   No
   
   ### How was this patch tested?
   Manually and through unit tests
