I just finished setting up a new group repository here (for another project)
and installed all the fancy filtering and mailing of diffs from the
Apache CVSROOT.  In the process, I found lots of junk crap that doesn't
belong in there, and some files which are not appropriate for cvs 1.9,
and some other things that just aren't good perl.  Even the modules file
is screwed.

I also implemented the ability to send the full contents of a new
(added) file in the commit notification.

This is just a heads-up.  It may take me a few days to package the
changes, but I'll need to fix some of the existing files first and
will move the unused crap into a subdirectory called "old".  Unless
someone objects, I'll do that tomorrow morning (taz time).
