Mesos Kanban board

The following is the filter for our Community Kanban Board on JIRA
https://issues.apache.org/jira/secure/RapidBoard.jspa?rapidView=1&selectedIssue=MESOS-7403&quickFilter=286&quickFilter=289
for
*assigned* and *missing shepherd*.

If you're working on a ticket (*in progress* or *reviewable*) and you don't
have a shepherd, please either find one or add the shepherd to the ticket!

We'll review this board again at the next community meeting.
