Parsing the sample personal.xsd document

Is there any reason why I can't parse the personal.xsd (from the data
directory) document against the structures.dtd  from
http://www.w3.org/TR/1999/WD-xmlschema-1-19991217/structures.dtd

When I try to parse the file, I get the error:

[Fatal Error] structures.dtd:14:22: The system identifier must begin
with either
 a single or double quote character.
