Encoding of custom exception page

Hi! I am using an custom exception page. When this page is called by Tapestry it is encoded using iso-8859-15. 
But I need this page to be encoded in UTF-8. The strange thing is that I have set up the output-encoding meta
in the app spec to utf-8. 

Has anyone an answer to that
