There are several duplicated / similar pieces of code in metadata and data scanners.  More code should be reused.

Examples:

# ContainerDataScrubberMetrics and ContainerMetadataScrubberMetrics have 3 common metrics
# lifecycle of ContainerMetadataScanner and ContainerDataScanner (main loop, iteration, metrics processing, shutdown)
