When a document arrives unsigned, there is a lot of manual processing involved (more than a properly signed document).

I'd like another action button in the File: section. The new option would be "unsigned". The behavior would be similar to "incomplete": the document would be svn mv to received/incomplete and then there would be an email created that would compose a message that would say:

We received this document but it appears to be unsigned. Please print, sign, scan, and email the scanned pdf to secretary@apache.org. Alternatively, you can create a detached, ascii-armored pgp signature and send both the document and the signature to secretary@apache.org.
