key/keyref constraint is not working

Hi,

I'm doing XML document validation with Xerces and my schema contains key/keyref 
constraints. The document is validated ok in XMLSpy but gives this error in 
Xerces: "Identity Constraint error:  identity constraint "KeyRef@15a0305" has a 
keyref which refers to a key or unique that is out of scope.". I tried 
different layouts of schema but neither of them worked out.
