   Here are some unit tests that are failing. E.g:
   TestReconstructStripedFileWithValidator
   TestMover
   TestExternalStoragePolicySatisfier
   TestPipelinesFailover
   TestUpdatePipelineWithSnapshots
   
   It looks like these failed unit tests have little to do with the code I submitted.
   Can you help review this pr, @umbrant @cmccabe @jojochuang .
