[post-1.2] mod_dir "parent directory" link non-relative

You're right.  Almost all the bad links you forwarded were because of the fact
that mod_dir's "parent directory" link is to a full path instead of  "../".
While that's probably "nicer" to do, it does hurt mirrors which host the pages
somewhere other than the document root.  Oy.

Another thing to fix after 1.2 goes out?
