I tested this and it works in that 

"org.apache.kafka" % "kafka_2.10.1" % "0.8.1"

works with a Scala 2.10.3 project

so this ticket now comes down to aesthetics/consistency with 0.8.0 and if we want it to say 2.10 instead of 2.10.1
