[doc] dita build with windows xp (no problems)

I just did a windows build of the DITA docs.  It worked fine without any 
mods to xerces.  Possibly CRLF (linux LF) changes to file markers at 
specific times would cause the difference.  Modifications to the dita 
sources might change which architecture has problems (or cure all the 
problems).
