   Even though the R package will ship a copy of sqlite, it won't be used unless there is no SQLite header/runtime available. There are ways to avoid shipping the superfluous copy but it would require some investment of time and I think for the purposes of "driver with which ADBC in R can be tested", this is a reasonable solution for now?
