Workaround: just delete the contents under .maven and maven will restore your .maven area.

Description:
if ~/.maven/plugins/plugins.cache is 0 bytes, which can happen when ctrl-c is pressed shortly after a Maven call, a subsequent Maven call fails with NPE.
