[PR] HIVE-29056:Use ExitUtil.terminate instead of System.exit to handle System.setSecurityManager() [hive]

### What changes were proposed in this pull request?
Use ExitUtil.terminate insted of Systen.exit. It is same functionality with some extra possibilities mostly for tests
### Why are the changes needed?
Better usability & opens up path for JDK-21, which doesn't allow ` System.setSecurityManager()`
### Does this PR introduce _any_ user-facing change?
No, It the util has same functionality
### How was this patch tested?
Existing tests.
