[PR] [SPARK-49003][SQL][COLLATION] Fix calculating hash value of collated strings [spark]

   ### What changes were proposed in this pull request?
   Fixed calculating hash value of collated strings. 
   Changed hashing function to use proper hash for collated strings.
   
   ### Why are the changes needed?
   Because hash function was calculating different hash values for equal collated strings.
   
   
   ### Does this PR introduce _any_ user-facing change?
   No
   
   
   ### How was this patch tested?
   New tests inside `HashExpressionsSuite.scala`
