   ## What changes were proposed in this pull request?
   
   The mothod `populateStartOffsets` exists a inappropriate identifier `secondLatestBatchId`.
   I think `secondLatestBatchId = latestBatchId - 1` and `offsetLog.get(latestBatchId - 1)` is a offset.
   So I change the identifier as follows:
   `secondLatest = offsetLog.get(latestBatchId - 1)`
   
   ## How was this patch tested?
   
   Exists UT.
