   My understanding of the bug is that modal has zIndex of 1400 and dropdown has 1000 which causes the dropdown values to be not visible on click in full screen modal though visible normally. Making zIndex value of select to be more than the tokens value of 1400 fixes the issue. I can raise a PR for discussion.
