Create "platform" distribution

For the next release of Fortress (1.2) include a "platform" binary distribution which includes:
  * A default directory layout
  * All required jars
  * Startup scripts (via Java Service Wrapper)
  * An example application
  * Basic documentation on what is in the distribution and where to turn for more info

Development will take place in subversion at: https://svn.apache.org/repos/asf/excalibur/trunk/fortress/platform/
