Xerces release 1.4 scheduled for next week

Our target date for the next xerces release is next week.   I'd like to
propose that we do the build (and post it) next Friday the 18th (so, we'll
pick up any changes made by end of day Thurs, May 17).     That gives us a
few more days to get our remaining changes in...
