svn log charset problem

Environment: WinXP Pro SP2 (32 bit), svn 1.4 (standard binary
distribution)
- From the command line, a certain log entry looks like this:
* Language name in native language, duh (changed Ingl?\195?\169s
to English on Spanish version
but looking at the revprops file on the server, it's "normal":
* Language name in native language, duh (changed Inglés to
English on Spanish version
as it is in tsvn, or if I use the --xml switch and run the
output through "iconv -f UTF-8 -t CP1252"
Is there a setting I'm missing that will let "svn log" output in
either UTF-8 or Windows-1252 on WinXP?
