   There has been several issues following this ticket:
   https://github.com/apache/arrow/commit/1e481b5d6dc6537e1994a4ff03334e95c7cfca93
   We added a wait time but sometimes some actions take quite a lot of time to start, so we use the default branch instead of the run URL. I am going to open a ticket, if the individual run is not found we probably should use the original URL we used to use, in your example would be:
   https://github.com/ursacomputing/crossbow/actions?query=branch:ARROW-18083-bump-zlib-0-github-conan-maximum
