HTTP_Features.tsv?
What's the current state of HTTP_Features.tsv in the top-level? (Roy?) I ask
because it looks very unfinished and thus will confuse people a lot when we
distribute it in the top-level with 1.3b6. Either it should be finished or we
better should add a "rm HTTP_Features.tsv" to how-to-release.html to avoid
confusion until is is more complete. Comments?

Fixed. it's now in htdocs/manual/misc.

Yea, but Roy has always ignored it when people bring it up, even right
after it was committed the first time. So lacking somewhere else to put
it, it needs to be removed because it never belonged at the top level.
It isn't really complete or very user readable either.

It should be a part of the code distribution since it describes features as
implemented by that source code. Maybe htdocs/manual/misc/? I certainly
don't think it should be removed from the public distribution.

I have no idea why it is there and don't think that is the right place for
it. I brought it up when it was added, but no one commented.
It should not go out in that directory, and I don't think it should be in
the top level at all.
