h3. Motivation
Many RAFT groups create a bunch of heartbeat messages. The messages spent a network resource. Reducing message quantity allows us to support many active RAFT groups in the cluster.
Also, we already have a POC, where this approach was used:

h3. Definition of done
Investigation the attached branch and try to apply it to the current main
