[RESULT][VOTE] Apache NuttX Community Graduation

The Apache NuttX (Incubating) PPMC's community vote [1] to graduate
has PASSED with:

* 18 +1 votes (14 binding, 4 non-binding)
* No +/-0 votes
* No -1 votes

We will now proceed to compose our project's charter in preparation to
bring this vote to the IPMC.
