Fixed below issues.
 # When python!=3 is given as PC, we should accept nodes which doesnt have "python" attribute added.
 # When RM was restarted, stored attributes has to be refreshed for scheduler. In partition case also, we do same way. If we dont do this, then scheduler wont have the attribute information per node. Tested and its works fine.
 # Added more UT for scheduler cases.
