Add a resource tab on the highest level in the project manager which will enable the administrator to add and remove existing partyId's to the projectmanager resource list.
In this list are all parties which have the roleTypes of which the parentId = PROJECT_TEAM.

All screens in the project manager need to be changed so only parties with the specified parentRoleType of 'PROJECT_TEAM' can be selected.
