Description:
XLIFF12Parser fails with ToXMLHandler because xml namespace isn't set, but is needed for "xml:lang".
One option would be to remove the namespace on the lang attribute?
[~dmeikle], any recommendations?
To see the problem:
1) Make XLIFF12ParserTest extend TikaTest
2) add this test:

@Test
public void testToXMLHandler() throws Exception {
String xml = getXML("testXLIFF12.xlf").xml;
assertContains("<p lang=\"en\">Another trans-unit</p>", xml);
assertContains("<p lang=\"fr\">Un autre trans-unit</p>", xml);
}
