ISO-8859-15 has been supported by Xerces for a while, though it wasn't 
documented. I've updated the FAQ for international encodings in CVS. It should 
be on the website with the next release.

There was an issue with this encoding (Bug #9102) fixed last month. You may 
want to pickup one of latest builds or wait until the next release.
