### What happened
Some of the (Google: TestDataflowPythonOperator) unit tests and most of the system tests are failing with:
```
CLIENT_INFO = ClientInfo(client_library_version='airflow_v' + version.version)
E AttributeError: 'str' object has no attribute 'version'
```
Is it planned change or bug introduced (probably with #24486)? @ashb
### What you think should happen instead
It should be either the same type as before or tests should be fixed to match the change.

It is also possible that previous version was erroneus and recent PR fixed it, and now we need to fix tests to match it :)
