Let's work through the details on #1677 first, before backporting. I'm closing this PR for now. It can be re-opened later to backport, if we want to. But, we should figure out the right solution first on the main branch. As is, I'm still questioning the solution in #1677, and am very uncomfortable making such a risky change, and would not want to risk destabilizing 1.x until we're very confident in the solution for #1086.
