[TEST] Apache Struts 7.4.0 test build is ready

Hello,

This is a minor release of Struts 7.x which contains a number of
improvements and bug fixes, and it shouldn't break your code but it
contains significant changes. Please take your time and test the bits - any
help is appreciated. Please report any problems you will spot.

Here are the changes from the previous version:
