   The latest build (dc160c6964da829f64f0) failed on my dev machine which has `LANG` set to `en`.
   
   ```
   > Task :iceberg-core:test
   
   org.apache.iceberg.avro.TestSchemaConversions > testSpecialChars FAILED
       java.lang.AssertionError at TestSchemaConversions.java:294
   
   178 tests completed, 1 failed
   
   > Task :iceberg-core:test FAILED
   
   FAILURE: Build failed with an exception.
   ```
   
   We should use for all projects.
   
   ```
   apply plugin: 'java'
   compileJava {options.encoding = "UTF-8"}
   compileTestJava {options.encoding = "UTF-8"}
   
   ```
