Cannot get COM wrapper to build

I get the following error.
See atached idl file <<xml4com.idl>> 

D:\xerces\src\src\com\xml4com.idl(68) : error MIDL2152 : [version] format is
incorrect 
midl : command line error MIDL1001 : cannot open input file xmldom.idl
Error executing midl.exe.
