There might be use cases where row cache is not useful because of the data use case patterns ( too big a data wherein each is row is less frequently looked up). Hence a mechanism is needed to reuse the available non-heap memory on the node to use for key cache.

Resolution: Won't Fix
The (on-heap) overhead of keeping key cache entries off-heap would be roughly equivalent to the cache entry itself.
Don't worry, Cassandra gets plenty of benefit from the OS page cache even if you are not using row cache.
