Differential builds.

OK.  This has been something that we have *really* needed since day one but I
didn't have a nice way to add it.

I did some work a while back WRT Unit Testing.  I wrote a Unit Test framework in
Jetspeed based on Ant that I really liked.  It turned out that Peter Donald
had written something based on my exact concepts but had taken it to the next
level.  We have agreed to fork this off onto sourceforge and then get it back to
Jakarta eventually (don't want to deal with politics).  I want to base
Alexandria-Next on this.  It won't take much work but we will get the following
benefits.

- - much nicer API than Ant Taskdefs (the API is based on testlets based on
  Taskdefs)

- - report generation

- - design that is geared to what we are working on.

Specifically it will allow us to have nice differential builds IMO.  Things like
Javadoc should have to be regenerated time-after-time.  This could improve
Alexandria development time by 10,000% in most configurations.  Once we get this
in we are in a good position.
