Can I include data under Open Government License version 1.0 license in Apache Project

Hello,

I encountered this situation while working to provide data for Apache 
OFBiz for Romania.

I would like to use the data under OGL from https://data.gov.ro/ and 
distribute it with Apache OFBiz.

How can I do that?
