We may want to make the Wiki page read-only, but I don't see this as an
important issue (the board reports would be similar).

The ByLaws need to be moved from here (I beleive they are no longer draft):
http://wiki.apache.org/gump/Drafts/ProjectBylaws
and formally published (on wiki [perhaps readonly?]) or site. I could only find them by doing a search on the Wiki, they aren't easy to find.
