Moved virtual directory remapping from handle_virtual_user into a new sub.
Changed handle_user_sql to use load_rules_sql instead of load_scoreonly_sql, 
and that spamassassin directory and bayes_toks and bayes_seen files are created 
if they don't exist (should perhaps be an option). Also added a call to 
signal_user_changed so that if the configuration is changed it's also updated 
correctly (with user directories and such).

This is primarly for use if you have a global filtering with web based 
configuration of spam configuration and no homedirectories.
