Getting Copyright License approved

How does one go about getting a license approved?

I would like to include JCharts jar file in JMeter's distribution. I was
able to contact the author of JCharts Nathaniel Auvil. JCharts is licensed
under bsd/apache style license and nathaniel stated it was ok to include the
jar in jmeter's distribution. The text of jcharts license states the
following:

jCharts License

Is the license compatable/acceptable to ASF?

This is ASL 1. It is enough to comply with the conditions stated in the
license.

This means that the source files should keep the current copyright
notices, if included in the sources, and that the NOTICE file in JMeter
should include a comment stating that JCharts is used, and the LICENSES
or LEGAL file should include the license you quote.

I'm not sure if we have a foolproof procedure written anywhere on how to
deal with the NOTICE, LICENSE/LEGAL, etc. Anybody knows?

Yesterday I noticed how Python (their license is fairly similar to ours)
deals with this requirement:

http://www.python.org/doc/2.4/tut/node17.html

And I liked it. Any better example?

Regards,
Santiago
