Board committees

Hi,

I am trying to figure out how my membership on the Legal Affairs board committee is supposed to be represented.

My entry https://whimsy.apache.org/roster/committer/clr shows email subscriptions but nothing in the Committees section.

???

Board and president's committees seem to not be implemented.  Chris's
info page doesn't show his membership (VPness!) in legal either.  My
committer info page doesn't show my membership in the Brand Management
President's committee.

Separately, non-PMC committees are not actually shown at all, even in
the /groups/ section (where they might be put once we implement it).

It's clear the underlying whimsy/asf models are loading this data, but
I'm betting that all the actual uses are of ASF::Committee.pmcs, which
explicitly excludes all of these @nonpmcs like legal and brand.
