Here's a sketch of a patch, it requires HBASE-10548, HBASE-10419, HBASE-10592 be brought over to the branch. Assuming this direction looks good, I'll bring those tickets onto the feature branch.

Testing this has revealed some issues. Spoke with [~stack] yesterday about one that exists on trunk, will catch up with [~enis] and [~devaraj] about the other today. New tickets to follow.
