Apparently with  the R6 work I left out the check that we only pay attention to an alleged configuration change if the change count actually increases.  I'm not sure how to write a test for this without writing a whole mock CA, so I'm fixing the evident problem without a test.

I'm taking this opportunity to insist on CA 1.5 or later, so changeCount() is always available, as discussed on the dev list.
