Now that Struts 1.1 is out, what's the best way to advance this? I'm happy to
take a stab at an XML schema for struts-config.xml to get the ball rolling,
but don't want to waste my time if the committers are planning to go in a
different direction, or already have thoughts on what such a schema should
look like.
