Initial investigation:

From the Dataflow job logs, I see error:

{{Workflow failed. Causes: Step "setup_resource_disks_harness13" failed., Step setup_resource_disks_harness13: Set up of resource disks_harness failed, Unable to create data disk(s)., Error:
 Message: Quota 'DISKS_TOTAL_GB' exceeded. Limit: 90000.0 in region us-central1.
 HTTP Code: 403}}

Seems we need to increase quotas.
