   ### Description
   
   - Bump `@cordova/eslint-config@^4.0.0`
   - Resolve lint warnings by allowing `var`. Support older devices.
   - Rebuild `package-lock.json` to update all `@cordova/eslint-config` sub-dependencies.
   
   ### Testing
   
   - `npm t`
   
   ### Checklist
   
   - [x] I've run the tests to see all new and existing tests pass
