Wicket 1.4 faster in development
I don't know if this is intentional or not, but pages seem to load much
faster in development mode in Wicket 1.4-m1.
It looks like the CSS and JS files are not reloaded on each request as they
were previously. Was this an intentional change?

dont think so.
Most stuff that is in 1.4 is also in 1.3 except some api changes and api
changes.
